Buying A Car in Singapore.

Car Registration process:
The following fees are imposed when registering a private car:

Type of Fees/Charges

Amount Payable
Import Duty   31% of the open market value(OMV) as assessed by   the Customs and Excise Department.
Registration Fee   S$140
Additional Registration Fee   110% of the OMV as assessed by the Customs and   Excise Department.
Road Tax   Varies according to engine capacity.

About Road Taxes
Road taxes are renewable on a six-monthly or annual basis. Motor vehicles of more than ten years of age must pass an annual inspection. A surcharge ranging from 10% to 50% on the road tax, is applicable before the licence is renewed.

The table below shows the road taxes payable for cars of different capacities:
Engine Capacity (EC)    Road Tax Formula
    600 cc   S$400 (flat rate)
    601 cc - 1,000 cc   S$400 + 0.25 x (EC - 600)
    1,001 cc - 1,600 cc   S$500 + 0.75 x (EC - 1,000)
    1,601 cc - 3,000 cc   S$950 + 1.5 x (EC - 1,600)
    More than 3,000 cc   S$3,050 + 2.0 x (EC - 3,000)

Diesel taxes for diesel-engine cars are equivalent to six times the computed road taxes for petrol-engine cars.

Used cars of more than three years may not be imported and registered for use. The owner has to pay a surcharge of S$10,000 if the imported used car is under three years of age.

Certificate of Entitlement (COE) :


 The number of vehicles on Singapore roads is carefully controlled by what is known as the Vehicle Quota System.

 Owners must bid for a Certificate of Entitlement (COE) before the vehicle can be registered. This involves a tendering process as only a fixed number of COEs are made available every month.

 Prospective owners must make bids to obtain a COE. Successful bidders then pay the "quota premium" (the lowest successful bid price) for their vehicle.

 COEs are valid for 10 years from the date of registration of the vehicle. Upon expiry, you'd need to revalidate the vehicle for another 10 years by paying the prevailing quota premium.

 You may choose to revalidate the vehicle for five years by paying 50% of the prevailing quota premium. The five-year COE is however, not renewable.

 The prevailing quota premium is the moving average of quota premiums over the last three months.

 The Vehicle Quota System classifies vehicles according to these categories:
